Utah Legislative
Update for week of Feb. 12, 2007:
There are about two weeks left in the legislative session.
Chamber East has been supporting bills which are friendly to
business. We support Chamber West in taking the position
that the Mountain View road project will be funded as a
freeway and not a toll road. We also support the bill that
looks at East - West mobility issues along the Wasatch
Front. Other bills are:
HB9 - Health Care Cost and Quality Data - (Authorizes the
Health Data Committee to develop and adopt a plan for the
collection and use of health care data related to the cost
of episodes of health care.)(Chamber East is watching this
bill)
HB45 - Comparative Negligence Amendments - (Expands the
definition of "fault" to include intentional torts and civil
conspiracy.) (Chamber East is watching this bill)
HB108 - Transportation Study - East - West Corridor -
(Allocates $1.5 million to UDOT to study E-W mobility in
Salt Lake County and report to the legislature by September
30, 2008.) (Chamber East supports this bill)
HB141 - Health Insurance - (Creates a high deductible
catastrophic plan that complies with the Individual Health
Care Responsibility Act with the state's uninsurable
high-risk pool.)(Chamber East is watching this bill)

Small Business Health Plan Task Force) (Chamber East is
supportive of programs to help reduce the increase of health
care costs to business)
HB199 - Speed Restrictions on Commercial Vehicles - (65 mph
speed limit for vehicles with 5-axles or more) (Chamber East
is watching this bill)
HB261 - Expiration of Gift Certificates - (Gift certificates
that do not include an expiration date, must be valid for 5
years) (Chamber East Supports this bill)
SB41 - Forms of Municipal Government - (Allows a change in
city government by voter approval) (Chamber East Supports
this bill)
SB66 - Employer Health Insurance Options - Cafeteria Plans -
(Requires health insurers to offer employers a swing out
option) (Chamber East Supports this bill)
SB69 - Local Transportation Corridor Preservation Fund -
(Clarifies that local county council of governments shall
create a list of highway priorities and allows purchase of
corridors.) (Chamber East supports this bill)
SB158 - B & C Road Amendments - (allows counties and cities
can receive a percentage increase rather than a set 1/3 of
the percentage increase) (Chamber East is watching this
bill)

About 10-days are left in the
legislative session. Chamber East supports bills which are
business friendly. We support Chamber West in hoping that
Mountain View will be funded as a freeway and not a toll road.
We also support a bill that looks at East West (E-W) mobility
issues along the Wasatch Front. Other bills being monitored and

supporting bills which are friendly to business relating to
healthcare and transportation. We are supporting Chamber West
and we are hopeful that Mountain View will be funded as a
freeway and not a toll road. We are also supportive of the bill
that looks at East West mobility issues along the Wasatch Front.
